Price follows scope, not page count
Two five-page websites can differ by thousands. The difference is rarely the number of pages; it is the amount of thinking, custom design, integration and testing behind them.
A fixed package works when the scope is genuinely known. When it is not, an indicative range and a discovery step protect both sides.
Where the budget goes
Discovery and structure set what the site has to achieve. Design turns that into something credible. Build and testing make it reliable on real devices. Launch work makes it findable and measurable.
Content is the most common cause of delay. Budget time for it in the same way you budget money for design.
What to ask before you commit
Ask what is included, what you must supply, what is excluded, how many revision rounds you get and what happens if scope changes. A supplier who cannot answer those clearly will not manage your project clearly either.
